"Design-Builders" Submit Qualifications
For South Adams School

Verified Statements of Qualifications
for (9) Design-Builders were submitted on April 9 for a Pre-K thru
8 project located in Berne, Indiana. The
project is for the South Adams School district with DBIA-GLC member
InterDesign serving as the Criteria Consultant. This is the first
new facility for K-12 education to be advertised under the design-build
for public works statute IC5-30 that went into effect July 1, 2005. The
Design-Build firms leading each team are:

Qualifications of the teams are being evaluated by the Technical
Review Committee to select the (3) most highly qualified Design-Builders.
The top (3) teams will receive a Request for Proposal which includes
the performance and operational requirements that have been defined
by the South Adams Technical Review Committee, and the Criteria
Developer.
Each team will create design solutions for the project for South
Adams to rate and score. The teams will also prepare pricing for their designs that will
be submitted at the same time as their plans, but in a separate sealed envelope. After
the technical scores are compiled the price proposals will be opened. A
Best Value team will be identified by dividing the total price
by the technical score.
The project faces a request for a Petition-Remonstrance filed
by some local citizens which will cause some delay. The remonstrance has been launched over the
proposed cost of the project and the impact on property taxes. The
project delivery method is not the issue for remonstrance.
